To Promptly Cope with Abnormal Climatic Phenomena

The world is now faced with a serious crisis of global warming.

Due to the global warming, the glaciers in the polar regions are smelting down and the level of seawater is rising. In spite of the lanina phenomenon, the sea temperature was unprecedentedly high in 2020, and it was recorded as one of the hottest years in history. It is said that the area of sea ice in the North Pole was the smallest ever in October 2020 since observation. Critical abnormal climatic phenomena such as high temperature, drought and torrential and heavy rain take place one after another across the world, causing danger to the living of people.

In the DPRK, too, the temperature shows the rising tendency year after year, and such extreme weather phenomena as torrential and heavy rain, typhoon, high temperature and drought have become commonplace.

The severest drought in 100 years was witnessed in 2014, and hailstorms hit wide areas of the country in the autumn of 2017. In the summer of 2018 a long spell of high temperature of over 30℃ lasted for nearly one month, and a torrential rain fell in the Munchon area of Kangwon Province and the Kumchon area of North Hwanghae Province. The country was affected by typhoon in 2019, and by strong typhoons and a long spell of rainy weather in 2020 with the winter temperature rising.

Such abnormal and disastrous weather conditions are exerting bad influence upon agriculture, electric-power industry and other fields of the national economy.

The country ensures that wide publicity is given to the aftermath of such phenomena to the people’s health, agriculture, transport and other sectors of the national economy and that prompt information of the weather forecast is made so as to take relevant measures.

It makes meteorological observations on a real-time basis and ensures the correctness of weather forecast by applying such methods as very short range, short range, extended-range and half-a-month weather forecasting in consideration of physiographical conditions. It also organizes the work to develop and introduce advanced methods of forecasting disastrous meteorological phenomena, including the forecast of torrential and heavy rain, size of hailstones, situation of typhoon and its tracks, to prevent disasters.

It gave warnings to prevent damage from typhoon No. 13 in 2019 and the unprecedentedly long spell of rain and three rounds of typhoons in 2020, making instant briefings of real situation and taking preventive measures, and thus achieved successes in the efforts to minimize the damage.

It pushes ahead with the work to modernize marine observation and enhance the accuracy of weather forecasts of shallow and deep seas.

It has also established a real-time flood forecasting system in the Taedong and other major rivers and is directing efforts to preventing damage from drought by making effective use of underground water.

It is making efforts to promote cooperation and collaboration with the World Meteorological Organization, intensify scientific research in the weather forecast sector and promptly cope with abnormal meteorological phenomena.
